Abstract
This research aims to examine the fulfillment of the rights of prisoners involved in criminal acts involving the escape of a woman who is not old enough at the Class IIB Garut Penitentiary. The rule of law theory was adopted as a theoretical framework, highlighting the importance of maintaining a balance between state authority and the protection of individual rights. The research methods used were policy analysis, interviews with prison officers, and direct observation of conditions in prisons. The research results show that Garut Prison has implemented various development programs, with a focus on religious aspects, education, scouting activities and the economic independence of prisoners. However, the main challenge faced is prison capacity that exceeds limits, which can hamper the effectiveness of the development program. The adoption of the rule of law concept provides an important perspective in analyzing the implementation of prisoners' rights and the effectiveness of rehabilitation efforts in Garut Prison. This research contributes to further understanding of the fulfillment of prisoners' rights in the context of specific criminal cases, provides a basis for improving policy and practice in prisons, and stimulates further discussion about the balance between law and rehabilitation in the penitentiary system.
