Abstract
This journal aims to examine inmate rights and rehabilitation programs at Nusakambangan Prison in alignment with the provisions of Law No. 22 of 2022. Employing a qualitative research approach, the investigation reveals several critical issues afflicting the correctional facility system, encompassing overcrowding, a scarcity of personnel for rehabilitation, and incomplete fulfillment of inmate rights as mandated by Article 9 of the aforementioned law.Nusakambangan Prison, renowned for housing some of Indonesia's most notorious criminals, grapples with the challenge of overcrowding, surpassing its intended capacity. This situation adversely affects inmates' living conditions and diminishes their opportunities for rehabilitation. Despite the legal framework established by Law No. 22 of 2022, which underscores the protection of inmate rights, the existing conditions suggest that not all rights are being adequately addressed.Rehabilitation programs, integral to correctional facilities, encounter obstacles due to a shortage of qualified personnel. The limited number of staff engaged in rehabilitation efforts impedes program effectiveness, compromising the objective of successfully reintegrating inmates into society. Inadequate rehabilitation implementation raises concerns about the prison's capacity to prepare individuals for re-entry into society.Article 9 of Law No. 22 of 2022 delineates the rights and treatment of inmates. However, the study reveals that not all provisions in this article are being realized. Some inmates still confront challenges related to their rights, underscoring a gap between legal standards and their practical application in the correctional facility system. This necessitates a comprehensive evaluation of current practices and policies to ensure the fulfillment of all designated inmate rights.This research addresses issues within Nusakambangan Prison, emphasizing the urgency of addressing problems related to overcrowding, personnel shortages for rehabilitation, and incomplete fulfillment of inmate rights. Through this analysis, the study contributes to the ongoing discourse on correctional facility reform, aiming to enhance the conditions and effectiveness of rehabilitation programs within the Indonesian correctional system.
