Peran Hukum Sebagai Alat Rekayasa Masyarakat menurut Roscoe Pound

Abstract
Law as a tool of social engineering can be interpreted as a way to change the behavior of a society, in accordance with predetermined goals. These factors come from legislators, law enforcers, justice seekers, or others. According to Roscoe Pound, the function of law as a tool for social engineering (Law as a tool of social engineering) aims to create harmony and harmony in society so that it suits the interests and needs of society. This research aims to describe the role of law as an engineering tool by Roscoe Pound and this thinking according to Prof. Mochtar Kusumaatmadja. In this research, the method used is a normative method, a philosophical approach. Techniques for collecting and using literature studies which use legal materials such as legal theory, legal opinions, which include legal books and legal journals. As for other data from websites on the internet. Then there are also non-legal sources such as the Big Indonesian Dictionary to support the writing of this research. Rescou Pound stated that social engineering is necessary to strengthen the civilization of human society because it controls antisocial behavior which is contrary to the rules of social order. Law, as a mechanism of social control, is the primary function of the state and operates through the systematic and regular application of force by agents appointed to carry out that function. However, Pound added that the law alone was not enough, he needed support from family, educational, moral and religious institutions.
