Abstract

The process of handling human rights violations should be a concern for the Government and law enforcement officials because this is a mandate from the Constitution. Human Rights are rights given by God Almighty which are natural, which means they are basic rights owned by a human being which are owned from birth to death and cannot be taken away by other people. Qualitative research methods are used for several research activities related to community life, history, behavior, organizational functionalization, social and economic activities. The results of qualitative research activities can be in the form of in-depth descriptions of speech, writing, and/or behavior that can be observed from a particular individual, group, society, and/or organization which is studied from a comprehensive perspective. In Indonesia there are already regulations regarding Human Rights in Law Number 39 of 1999 concerning Human Rights and Law Number 26 of 2000 concerning Human Rights Courts as material law in upholding Human Rights. Social solidarity is a condition of relationships between individuals and other individuals or groups and other groups which are based on moral feelings and shared beliefs which are strengthened by shared emotional experiences. In this case, the moral and social togetherness that is borne is to stop the criminalization and silencing of freedom of expression experienced by victims because it is feared that in the future many similar things will happen, especially to civil society. Freedom of opinion must be upheld in a democratic country as a form of social control over the government. An awareness of solidarity in controlling the government is needed to prevent absolute power from occurring.
