Analisis Etika Pada Tenaga Kesehatan Dan Rumah Sakit Di RSUD Ciereng, Subang

Abstract

Hospitals are the first place that people always think of when they have health problems, a place that should be reliable for complete health services because hospitals should be built with the "spirit" of Pancasila in them which is based on the aims of human values, ethics, professionalism, benefits, justice, protection and patient safety. Health officers or health workers must comply with professional ethics (professional code of ethics) and also comply with legal provisions, rules and regulations as well as the hospital code of ethics. This research formulates the problem, namely the refusal of medical services by hospitals for patients who require emergency services, the application of ethics in providing health services and accountability and legal protection against patient refusal. This research is ethical and normative research. Where everyone has the right to obtain safe, quality and affordable health services. Rejection of patients in emergencies by the Ciereng District Hospital constitutes medical negligence and is an action that violates the professional ethics of health workers. There are elements in actions or medical actions that are referred to as negligence, namely: Duty or obligations of medical personnel, Decliction of the duty or deviation from obligations, Damage or loss, Direct causal relationship or real cause-and-effect relationship. Even though there is a code of ethics in carrying out the profession in the health sector and in the hospital itself, health workers are still often found who violate this code of ethics. As a result of the patient's rejection, risks develop, such as disability and even death. So, the hospital will receive administrative sanctions, in the form of a warning, written warning, or fine and revocation of the hospital license as stated in Article 29 Paragraph (2) of the Hospital Law.
