Keadilan Hak Pemilihan Umum Bagi Seluruh Warga Negara Berdasarkan Konsep Utilitarianisme

Abstract
The aim of this research is to analyze the fairness of general election rights based on the concept of utilitarianism. The method used is qualitative with a utilitarianism approach based on literature review. The results of this research are that the utilitarian theory actually does not teach to justify all kinds of means to achieve happiness, but nowadays the biggest mistake lies with humans whose thinking is increasingly developing, so they conclude that the utilitarian school justifies all kinds of means to achieve a good that is good. individual and social, but basically social happiness never exists because it is just a human trick that is only used for reasons alone. So it is not true that achieving all the wishes of citizens in the name of the utilitarian school is in accordance with the meaning of the 5th principle of Pancasila, namely social justice for all Indonesian people.
