Abstract

The regional head is a government administrator who leads government in a region. Regional head candidates and their deputies are elected together in a regional head election. Basically, deputy regional heads in the administration of regional government are still needed. In principle, the existence of deputy regional heads has the aim of helping to lighten the tasks of regional heads. The large number of regional heads experiencing legal problems has resulted in vacancies in the positions of regional heads. Filling vacancies has been regulated in several laws and regulations in Indonesia to minimize the number of vacancies for regional officials in Indonesia. The Transition System for Assigning the Mayor of Bandung to the Bandung Regional Secretary who replaces him as appointed by the Minister on the recommendation of the Governor, where the temporary or acting mayor's duties come from high ranking pratama regional government officials of the provincial government of the Ministry of Home Affairs so that based on article 2 paragraph (2) of Minister of Home Affairs Regulation Number 91 of 2019 Appointment regional secretary officials referred to in paragraph (1) letter b where the Governor appoints district/city regional secretary officials. This research aims to provide readers with an understanding of the concept of filling vacancies, especially mayors appointed by the Governor, and the transition system for assigning mayors to regional secretaries as their successors. This research is a literature study, namely a series relating to library data collection methods and reading and processing materials. In collecting data, researchers collected reading material from various reading sources in the form of articles, scientific journals, e-books and reference genesis libraries in this research. The results of the study show that in Minister of Home Affairs Regulation Number 4 of 2023 concerning Governor Officials, Regent Officials and Mayor Officials. This regulation was created to guarantee development and public services in areas experiencing a legal vacuum. and in this case the Mayor is replaced by the regional Secretary appointed by the Governor.
