Abstract
ABSTRACT: General elections or elections are a representation of the Democratic System. The development of modern countries shows the implementation of democracy in their respective countries, resulting in different patterns according to the culture of the people. So it is worth testing several democratic concepts from various figures and which views are most appropriate to Indonesian culture. This study aims to compare the concept of democracy in the theory of the development of Western philosophy by John Locke, Hans Kohler, and Matthew Henry Kramer, and analyze its relevance to the democratic system and the challenges of the 2024 General Election in Indonesia. The research method used is a qualitative research method with a literature review approach. collect data from various references. The results of this research show that of the three major theories about democracy, Hans Kohler's theory is the most relevant to be applied in the Indonesian context because it emphasizes three main pillars, namely freedom, equality and solidarity. In the future, Indonesia needs to implement Kohler's principles to strengthen the pillars of democracy which are still fragile ahead of the 2024 elections. Areas that need to be strengthened include law enforcement on money politics, protecting the political rights of minority groups such as people with disabilities, as well as equalizing access and quality of public services between urban areas. and rural areas so that no citizen is left behind. Apart from that, it is necessary to increase the transparency and accountability of election organizers as well as strengthen the public's political literacy to avoid fake news (hoaxes) ahead of the 2024 elections. By implementing Kohler's democratic principles as a whole, Indonesia can realize the 2024 elections with higher quality and integrity in line with the demands of reform.
