Moralitas Polri dalam mengembalikan citra kepolisian ditengah masyarakat

Abstract
Looking back, the birth and growth of Polri cannot be separated from the history of the struggle for independence of the Republic of Indonesia. In the struggle for Indonesian Independence, Polri has been faced with unique and complex tasks. In addition to maintaining public order and security during times of war, the Police were also directly involved in the battle against the invaders and in various military operations together with other armed forces units. For this reason, it is expected that in the current era the development of Polri after its birth which is expected to show a significant increase as a police figure that is neutral in carrying out its duties, appears to have not been fully achieved. Eliminate the sediment of its image which is identified as a tool of power and reform must be carried out for the sake of the image and professionalism of the Indonesian National Police in the eyes of the public. Meanwhile, institutionally Polri is included in the executive power, is under and responsible to the President as the Head of Government, but functionally Polri must be independent, which is free from interference from other parties. In this case Polri must be positioned as a "state tool" not as a "government tool". The purpose of this research is to explore institutional morality in an effort to restore the image of the Polri institution. The research method was conducted qualitatively with a normative and sociological approach. The result of this research is that the implementation of Polri reform is a momentum that must be followed up by POLRI to redefine the position, duties and role of POLRI in accordance with the aspirations of the people that lead to a more democratic state life within a civil society order.
